As City Treasurer, the Clerk-Treasurer’s office serves as the general accountant of the City and is responsible for all of the accounting, auditing and managing of assets for the City. Ensuring proper receipting, recording, depositing, investing and distributing of all monies received by the City are further responsibilities. As such, the Clerk-Treasurer’s office seeks to perform these duties as diligently as possible to ensure the financial integrity and health of the City of Marshall and its activities. This includes the printing, mailing and receipting of 7,324 tax bills totaling $12,828,859 in real and personal property taxes.

To better serve residents and customers, the City of Marshall has contracted with MWI Services to accept and process electronic payments over the internet. The Clerk-Treasurer’s office offers the following internet payments options:

  • electric utility payments.

    NOTE: all payments must be posted not less than 48 hours prior to the due date to ensure timely posting.

    There is also a drop box located on the east side of Town Hall and in the door of the main entrance to the department where persons may leave payments after hours.

    As the Finance Department, the Clerk-Treasurer’s office prepares the City’s annual budget and capital improvement program. A cooperative effort between the City Manager, Directors and Department heads is maintained to determine the revenue resources and expenditure requirements recommended for approval by the City Council. In addition, the Finance Department manages the City’s $31 million dept portfolio and $6 million investment portfolio.
